I am associate professor (docent) and senior lecturer in public law. I teach and publish in Swedish and English. Currently, I am also director of studies for doctoral education at the Law Faculty and a member of the Board of the Centre for European Research at Lund University.
My research deals with administrative law, especially its interplay with constitutional law and its international dimension. I have presented and published my research both in Sweden and in international conferences. I take a special research interest in the legal aspects of Nordic cooperation. In 2014, I published a monograph (in Swedish) on Nordic legal cooperation to promote free movement between the Nordic countries. In this context, I have also researched the legal aspects of the Nordic border regions.
Currently, I do research on the constitutional role of the Swedish administrative branch in a comparative perspective. This project, funded by the Swedish Research Council, also includes Bengt Lundell, Vilhelm Persson and Titti Mattsson.
In previous research projects I have explored the internationalization of public law and the cross-border cooperation of administrative agencies ("international administrative law" or "global administrative law"). My doctoral thesis from 2010 deals with duties to recognise foreign administrative decisions. I have developed some aspects of the thesis in an English language article in the Heidelberg Journal of International Law 2011.
In a number of articles I have looked into the international administrative cooperation of social security bodies. One article in English has been published Review of European Administrative Law in 2013.
I am co-supervisor of two doctoral candidates, Torvald Larsson (Public Law) and Richard Croneberg (Tax Law). Previously, I have co-supervised Eduardo Gill-Pedro (EU Law), who earned his doctoral degree in 2016.
Together with Professor Jane Reichel, Uppsala University, I am editor-in-chief of the leading Swedish administrative law journal Förvaltningsrättslig tidskrift.
I teach Swedish and European administrative law and constitutional law. Related to my teaching, I have published a textbook on essay writing in law (in Swedish), Att skriva rätt. Goda råd för uppsatsskrivning i juridik (with Elsa Trolle Önnerfors, Wolters Kluwer 2016).
I have on several occasions presented my research to the wider public, such as at the Faculty Open Day. In November 2014, I participated in a hearing before the Law Committee of the Danish Parliament, where I presented the Swedish legislation on protection of whistle-blowers. In 2015, I participated with a presentation of my latest research monograph at the Gothenburg Book Fair. Furthermore, I have commented upon legal matters in newspapers and television.
