Beskrivning

The dissertation concerns tourism enterprising in commercial fisheries. The aim is to understand a traditional form of enterprising in practice. Beside policies and industry media texts, the study is based on interviews and observations conducted between 2011 and 2015, within EU-funded fisheries development projects and in fisheries along the west coast of Sweden. The empirical themes that bind together the analysis include fishermens practice of positioning fihseries in relation to governance, tourists and towards other fishermen. Three forms of positioning practices form the structure of analysis; visualization, doing hospitality and everyday work in fisheries.

In each practice actors position themselves against- or in alliance to others.
Three actors keep reoccuring in the material; authorities, visitors/customers and other types of fishermen.

In different visions about fisheries, authorities quest for sustainable fisheries is formed through expectations on fishermens marketing skills and entrepreneurship. A demand for local and traditional knowledge is also formed in the management of fisheries.

The visions of tourism actors, focus on the authenticity and experience values of fisheries, while the former association of fishermen envisioned a future of fisheries very similar to authorities vision. Finally fishermen themselves are mostly pessimistic about the future but at the same time many of them also form ideas and reveal their dreams for fisheries in the future.

In the fishermens relationship to visitors, service work is considered an income-increasing activity and a secondary form of their enterprising. Foremost they identify themselves as fishermen. Customers expectations´, on various types of authenticity permeates the relationship. Some fishermen perceive consumers as naive regarding nature and fisheries. In presence of customers, the fishers convey their knowledge and stories about the hardships of fisheries but also their knowledge. Within the industry itself, subjects like the tourism entrepreneur and local producers are highlighted as good examples in their media. Fishermen position themselves as modern in relation to conventional fisheries, which are are portrayed as old-fashioned, quantitative-oriented and introvert. Another counter-position within formation of inshore commercial fisheries, is large scale international fisheries as unsustainable. Rather than studying rural traditional industries only as objects of development , as constrainted performers of authenticity or as an identity, I show many aspects of how a traditional industry is negotiated in relation to the contemporary economy. I claim that fishermen commit to an ambivalent market positioning practice, where they authenticate themselves as hard-working, traditional, yet modern, sustainable fishermen.
The fishermensform storylines about regulations. Unlike authorities, they position tourism in commercial fisheries as an overregulated but knowledgeable traditional enterprising that is already heavily conditioned by nature and place, regarding both fishing and tourism inflow.

This suggest that the commercial fisherman not solely can be understood as an individual professional sense of self.

This study suggests that work-identity and authentic selves are re-negotiated in practice which not only creates tensions but also aim to position and empower the whole industry.

Populärvetenskaplig beskrivning

Reformen av den gemensamma fiskeripolitiken (GFP) trädde i kraft 2014. Den ger uttryck för specifika förväntningar på yrkesfisket, som uppmuntras att skapa nya marknader för turism genom att bli mer entreprenöriella. Ett antal studier har utforskat arbetsvillkoren för turismföretagande inom lantbruket (Di Domenico and Miller 2012). Förutom att turismföretagande kan förstås som begränsat av vissa faktorer (Brent et al. 2010), eller som en strategi för att skapa nya möjligheter (Hjalager 1996), kan denna så kallade diversifiering ses som en kulturellt och socialt formad praktik (Brandth and Haugen 2010, 2011). Vid Sveriges västkust praktiseras turismföretagande i det relativt outforskade yrkesfisket och i min doktorsavhandling är syftet att studera denna traditionella näring i förändring. Utifrån ett diskursteoretiskt perspektiv (du Gay and Pryke 2002; Gay 1995; Hall and du Gay 1996) besvaras frågan hur kustnära yrkesfiske formas och förhandlas i den tjänsteinriktade ekonomin. Inledningsvis, i en spänning mellan yrkesfiskare och myndigheter, manifesteras ett glapp emellan fiskeripolitiska visioner om entreprenörskap och yrkesfiskares motsträviga förhållningssätt till fiskeriförvaltning. I relationer mellan yrkesfiskare och konsumenter förhandlas olika former av äkthet (Cohen and Cohen 2012), såsom kvalitet, närfiskat och fiskets kulturarv. I mötet med konsumenter förhandlas kustnära yrkesfiske även som missförstått och kunnigt. Dessutom formas och förhandlas olika identitetspositioner (Hall 1997), där såväl traditionellt som modernt yrkesfiske omfamnas och förskjuts, samtidigt som det etiska kustnära yrkesfisket formas utifrån i vilken omfattning fisket sker, samt på vilka sätt som fisken och fisket presenteras för konsumenter.
