Children are shooting each other, innocent people are being killed, and stairwells are being blown up. The number of incidents - and fatalities - has no equivalent in Europe.
The police, social services, and schools are touted as the solution - but they struggle with significant challenges in fulfilling their regular duties.

We have so many problems on so many levels that one can begin to speak of a societal collapse," says criminologist Ardavan Khoshnood.
