Over the past decades, a series of intelligence scandals in the Western world has led to public scrutiny of the legitimacy of intelligence services. Observers are advocating for improved means to ensure their legitimacy, such as increasing transparency and enhancing accountability mechanisms.
Furthermore, the changing democratic context and the evolving role of intelligence services raise more profound questions about the institution and practices of intelligence and how such legitimacy is built, maintained, and restored to help stabilize the pillars of Western democracies.
With this conference we wish to pave the way for studies on how intelligence services can set about creating, maintaining, or restoring legitimacy in other contexts with a specific attention to the Scandinavian culture characterized by a high degree of social cohesion and trust.
