Research

Anna Zemskova is a postdoctoral fellow at the Faculty of Law, Lund University where she conducts research in the field of EU constitutional law. Her current research deals with identifying the most suitable legal emergency practices, adopted as responses to the COVID-19 pandemic in the Nordic countries, in order to determine what kind of measures can be taken in other crisis situations in the future. Anna’s PhD dissertation, defended in April 2023, dealt with examining the adherence to the principle of the rule of law in the context of economic emergency in the European Union. 

Anna is a recipient of Elsa Eschelsson's scholarship for female law students. She was also awarded a grant from the Rune and Lena Lavin Foundation for Legal Research at the Faculty of Law at Lund University both in 2022 and in 2023. Anna is a recipient of the prize for the PhD dissertation from Vetenskapssocieteten i Lund in 2023.

Teaching

Anna has completed teaching qualification courses Teaching and learning in higher education, Course design in higher education and Doctoral Supervision at the Division for Higher Education Development at Lund University. Anna has also completed pedagogical courses on Open Network Learning, provided by Karlstad University, Linköping University, Lund University, Careum Foundation (Switzerland), and Arcada University of Applied Sciences (Finland), and Higher Education Didactics for Sustainability, provided by Mid Sweden University, Karlstad University (KAU), Linköping University (LiU), Mälardalen University (MDU), Lund University (LU) and Inland Norway University of Applied Sciences (Inn).

She has been involved in teaching several courses at different cycles of legal education: EU Law and Essay in Legal Science in the Swedish law programme, Enforcement of EU Law (advanced course) and Business Negotiations, EU Constitutional Law, Argumentation and Methodology, Internal Market Law, Maritime and Transportation law and European Law Moot Court Competition at European Business Law Master's Programme. Anna is also a member of the team designing the professional development summer course on international law.

Outreach

Anna is part of the EU law research environment and is a member of the Organizing Team of EU Law Discussion Group, sponsored by the Centre for European Studies at Lund University.

Moreover, she is a co-convenor of workshop series 'CONNOR 2030 - Constitutionalism in the Nordics'.

Anna is an invited member of the EU Law Live’s Analysts Network since 2022.

Anna is one of the judges of the Lund Regional Final of the 2022/2023 edition of the European Law Moot Court.

Societal impact

Anna has on several occasions presented her research to the wider public. In October 2020, Anna participated in the Future Week at Lund University, where she gave a lecture on the impact of the Covid-19 outbreak on EU law. This lecture was later featured on UR Play, educational channel of the Swedish Educational Broadcasting Company. 

In May 2021, Anna partook in the panel debate on the EU, Lund and human rights, which was organized by the Center for European Studies and the Municipality of Lund.

Possessing expertise in EU law, Anna has recently provided a legal analysis of the definition of national security under EU law, the findings of which have been presented as a part of the application for granting a right to appeal in Kammarrätten. As a result, in October 2021, such an appeal was granted by Kammarrätten. 

In January 2022, Anna led the discussion on how to protect democracy and strengthen the rule of law in the EU in an episode of the podcast Från Lund to Bryssel, run by the Center for European Studies at Lund University. In March 2022, Anna published a popular science analysis on the recent judgements of the Court of Justice in Europakommentaren, a platform that is also run by the Center for European Studies at Lund University.
