Anna Zemskova is a postdoctoral fellow at the Faculty of Law, Lund University, where she conducts research in EU constitutional, public, and administrative environmental law. She is currently part of the LU4Water project, which aims to advance interdisciplinary knowledge and collaboration on water governance, water law, and sustainable water management in Sweden and beyond.

Within this project, Anna is studying the EU and Swedish water acquis with the goal of identifying legal tools that enable the use of financial measures to improve water quantity and quality. Her research includes analysing the implementation of EU law in the Swedish legal system, identifying gaps and inconsistencies, and exploring potential changes to the role of the Water Authorities in granting and regulating permits related to water use and water needs. This may involve, for example, restricting or issuing bans on certain activities such as irrigation when necessary.

Her previous postdoctoral project, funded by the Marianne and Marcus Wallenberg Foundation, focused on identifying the most suitable legal emergency practices adopted in response to the COVID‑19 pandemic in the Nordic countries, with the aim of determining what kinds of measures could be applied in future crisis situations.

Anna defended her PhD dissertation in April 2023. Her thesis examined adherence to the principle of the rule of law in the context of economic emergency in the European Union.

She is a recipient of Elsa Eschelsson’s scholarship for female law students. She has also been awarded grants from the Rune and Lena Lavin Foundation for Legal Research at the Faculty of Law at Lund University in 2022, 2023, 2024, 2025 and 2026. In 2023, Anna received the prize for her PhD dissertation from Vetenskapssocieteten i Lund.

Anna has completed the teaching qualification courses Teaching and Learning in Higher Education, Course Design in Higher Education, and Doctoral Supervision at the Division for Higher Education Development at Lund University. She has also completed pedagogical courses in Open Network Learning, offered by Karlstad University, Linköping University, Lund University, the Careum Foundation (Switzerland), and Arcada University of Applied Sciences (Finland), as well as the course Higher Education Didactics for Sustainability, provided by Mid Sweden University, Karlstad University (KAU), Linköping University (LiU), Mälardalen University (MDU), Lund University (LU), and Inland Norway University of Applied Sciences (INN).

She has been involved in teaching several courses across different levels of higher education, including EU Law, Essay in Legal Science, and Graduate Thesis within the Swedish law programme; Enforcement of EU Law (advanced level); Business Negotiations; EU Constitutional Law; Argumentation and Methodology; Internal Market Law; Maritime and Transportation Law; European Law Moot Court Competition; EU Financial Law and Governance in the European Business Law Master’s Programme; as well as Water and Sustainability (third‑cycle course).

Anna is also part of the team designing the professional development summer course International Law with Law Didactics.

Anna is part of the EU law research environment and was a member of the Organizing Team of the EU Law Discussion Group, sponsored by the Centre for European Studies at Lund University, from September 2017 to March 2024.

She is also a co‑convenor of the workshop series CONNOR 2030 – Constitutionalism in the Nordics.

Since 2022, Anna has been an invited member of the EU Law Live Analysts Network.

She served as one of the judges at the Lund Regional Final of the 2022/2023 edition of the European Law Moot Court.

Anna is furthermore an external member of the TransformEU project (The Transformation of EU Law through EU Courts: Strategies to Face the Challenges to Primacy, Fundamental Rights and EU Values, PID2023‑148537NB‑I00), conducted at the Universidad Complutense of Madrid, Spain.

Anna has on several occasions presented her research to the wider public. In October 2020, she participated in Future Week at Lund University, where she gave a lecture on the impact of the Covid‑19 outbreak on EU law. This lecture was later featured on UR Play, the educational channel of the Swedish Educational Broadcasting Company.

In May 2021, Anna took part in a panel debate on the EU, Lund, and human rights, organized by the Center for European Studies and the Municipality of Lund.

Drawing on her expertise in EU law, Anna recently provided a legal analysis of the definition of national security under EU law. Her findings were included in an application for leave to appeal before the Kammarrätten. As a result, in October 2021, the court granted the appeal.

In January 2022, Anna led a discussion on how to protect democracy and strengthen the rule of law in the EU in an episode of the podcast Från Lund to Bryssel, produced by the Center for European Studies at Lund University. In March 2022, she published a popular science analysis of recent judgments of the Court of Justice in Europakommentaren, a platform also run by the Center for European Studies at Lund University.
