Research

I am a Professor of Public Law, teaching and publishing in Swedish and English. During the period 2024-2026, I serve as Dean for the Law Faculty.

My research deals with administrative law, especially its interplay with constitutional law and its international dimension, including EU law. During 2019-2022 I engaged in a research project on the constitutional role of public administration in the Nordic countries, funded by Riksbankens Jubileumsfond.

I take a special research interest in the legal aspects of Nordic cooperation. In 2014, I published a monograph, Fri rörlighet i Norden (in Swedish) on Nordic legal cooperation to promote free movement between the Nordic countries. In this context, I have also researched the legal aspects of the Nordic border regions.

A further research interest is  the constitutional role of the Swedish administrative branch in a comparative perspective.

In previous research projects I have explored the Europeanisation and internationalisation of public law and the cross-border cooperation of administrative agencies ("international administrative law" or "global administrative law"). 

I supervise projects of two doctoral candidates, Max Carlin (Public Law, supervisor) and Gunnar Bramstång (Private International Law, co-supervisor). Previously, I co-supervised Eduardo Gill-Pedro (EU Law), Torvald Larsson (Public Law), and Richard Croneberg (Tax Law), who earned their doctoral degree in 2016, 2020, and 2021, respectively).

Together with Professor Jane Reichel, Stockholm University, I am editor-in-chief of the Swedish administrative law journal Förvaltningsrättslig tidskrift.

I recurrently contribute to the Faculty's opinions on legislative proposals. From 2021 to 2023 I took part as an expert in the 2020 governmental inquiry on the indepence of courts in Sweden (see SOU 2023:12).

Teaching

I teach Swedish and European administrative law and constitutional law. Related to my teaching, I have published a textbook on essay writing in law (in Swedish), Att skriva rätt. Goda råd för uppsatsskrivning i juridik (with Elsa Trolle Önnerfors, Wolters Kluwer 2016).

Outreach

I have on several occasions presented my research to the wider public, such as at the Faculty Open Day. In November 2014, I participated in a hearing before the Law Committee of the Danish Parliament, where I presented the Swedish legislation on protection of whistle-blowers. In 2015, I participated with a presentation of my latest research monograph at the Gothenburg Book Fair. Furthermore, I have commented upon legal matters in newspapers and television.
