The emerging transformative innovation policy (TIP) frame requires policy practitioners to re-think their traditional toolbox and find new ways to determine the impact of TIP initiatives. Some frameworks have been developed to assess the transformative potential of existing and emerging policy instruments and to monitor and evaluate the transform-ative outcomes of such instruments, but these are not directly applicable in practice. The purpose of this project is, therefore, to operationalize and gather experience with different frameworks together with policy practitioners.

The project consists of two main interrelated parts. Assessing the transformative poten-tial of policy instruments aims to operationalize and test a framework for assessing the potential of different types of innovation policy instruments to contribute to system transformation. Exploring emerging approaches for monitoring and evaluation of TIP aims to operationalize existing frameworks for capturing system-level outcomes and ef-fects and translate them into more actionable versions that can be used for reflexive monitoring and formative evaluation.
