The project investigates how public actors at municipal and regional level, together with their transport service providers through data sharing and collaboration, can make increase co-loading, route optimization and (overall) transport efficiency of their local or regional freight logistics. The project focuses on the role of the public actors in the governance and interaction, both between each other and with the private actors within its local or regional open data ecosystems. Three cases will be followed which (through different approaches) have in common that one or more public actors (primarily municipalities) have a driving role within the ecosystems regarding data sharing and collaboration with the aim of promoting and making increased transport efficiency, e.g., through co-loading and route optimization.
The overall goal is to produce and disseminate knowledge for public actors at municipal and regional level, in how they can start and operate their respective and integrative open data ecosystems for freight logistics. Associated impact targets refer to increased transport efficiency partly in the short term within studied and individual ecosystems, partly in the long term at system level nationally which can contribute to reductions in emissions of greenhouse gases.
