CCI policymaking in Sweden: The challenge of integration

Abstract

Researchers have pointed to challenges in the implementation of integrated
policy, as policymaking is undertaken in highly vertical structures with
diverse policy goals, content and processes in different policy subsectors.
This article studies cultural and creative industries (CCI) policymaking
with an integrative ambition. It contributes to knowledge of CCE support by
unpacking the policymaking process relating to the cultural and creative field. CCI policy in Sweden was launched as an integrated policy domain, and to what extent this integration is discernible also in the implementation of it is the question of the article. The empirical study, showing that policy design is loosely coupled to policy implementation, contributes to more profound knowledge of the dynamics of policy processes as regards the implementation game of policymaking and challenges of policy integration.
