Abstract
Since the 1990s, there has been a seemingly contradictory movement in the field of culture. On the one hand, there is a tendency for the cultural sector, in its current cultural-political more traditional demarcation, to be perceived as increasingly marginalized. Secondly, that culture in a broader sense is in increasing demand and in more areas. The movement is connected with overarching societal changes such as globalization's increased mobility of people and ideas, its economic rationality and digital technological development. The changes lead to an ongoing mainstreaming of, among other things, politics, consumption behaviors and cultural and identity production at the same time as economic and social gaps increase: individuals and phenomena in the margins become increasingly invisible. How do these changes and this movement affect Malmö? What are Malmö's challenges? How can local cultural policy meet these challenges? In a new cultural strategy for Malmö 2014 - 2020, the ambition is to propose answers to these questions - here a preliminary direction for the strategy is proposed. One risk that this paper discusses is that cultural policy and the cultural sector in general continue to take a narrow view of their area and mission and therefore risk becoming (even) more marginalized in the future.
