Abstract

Concepts such as youth or youth are often expressed as a transition period from childhood to adulthood. Also, young people are defined as an element of the social structure. They are considered an essential human resource in realizing social change, economic development, and technological innovation for all countries. In the literature, youth studies can generally be examined in social policy practices and public policy practices. In this study, Turkey's youth policy and implementation tools have been examined in the framework of public policy analysis. The study's subject was discussed under the titles of defining and raising a problem in the public policymaking process, formulating and implementing policies for a problem, and evaluating policies. The concept of youth has been evaluated in a problem-oriented and sectoral-based approach through policy documents and literature examined in the study; institutional and legislative arrangements for young people in Turkey have been created for 10 years. It was also stated that young people have problems and demands in many social, economic, political, and cultural topics such as education, health, unemployment, poverty, environment and health, violence, crime, and substance addiction. It has been argued that youth policy is an issue that cuts many areas horizontally in the context of public services. The youth policy should consider the disadvantaged/invisible youth, reducing discrimination, and improving intercultural dialogue. It is recommended that public policy and implementation tools for youth that support development and life should be implemented with multi-dimensional and actor participation.
