Abstract
The overall purpose of this study is to deepen the understanding of the concept of municipal capacity and its various aspects. More specifically, the report describes how representatives within the municipal sector perceive and address perceived challenges in urban development. In doing so, the ambition is to create a nuanced and structured view of municipalities’ capacity to participate in and influence urban development with a local political sign and focus.
The report primarily targets elected officials, planners, and other officials at the municipal level. Hopefully, the report will contribute to raising awareness of how different Swedish municipalities, situated in varying contexts and with diverse conditions, can successfully engage with the challenges and opportunities that arise in urban development.
