Abstract
The pandemic process, which has affected the whole world, has deeply affected social, economic, and political structures, institutions, and human relations at the international and local scale. While central governments made various decisions at the national level to manage the pandemic process and protect public health, various policy and implementation tools were implemented by municipalities at the local level. In this study, the differences and similarities between the decisions taken in Istanbul, Ankara, Izmir, and Mersin Metropolitan Municipal Assemblies between May and November 2020 and the policy implementation tools of these decisions are considered. The research used a qualitative research strategy and a content analysis method. 72 ordinary and extraordinary legislative and commission resolutions and minutes containing the phrases "Covid-19," "Pandemic," ".Coronavirus," and "Epidemic" were analyzed using the basic content analysis approach. According to the findings of the study, urban policy implementation instruments are classified into four categories: social assistance supports, financial/financial support and regulations, environment and cleaning services, and research/project studies. It was stressed that there is a need for a participative approach to sharing power and responsibility, as well as particular provisions in revenue and budget items in the battle against the epidemic.
