Abstract

This work presents an evaluation of bicycle lane effects on cyclist safety and the ability of bicycles to compete with car traffic. Thirteen Swedish urban streets were studied before and after bicycle lanes were introduced. Data was collected using video recordings, speed studies, road side questionnaires/interviews with cyclists/car drivers, conflict studies and accident analysis.

Results showed that cyclists were more positive towards the streets after the introduction of bicycle lanes, and that side by side cycling and cycling on pedestrian paths was reduced. Cyclists also had more space because cars moved farther from the curb. Bicycle lanes sometimes attracted cyclists from other routes, but in general they do not increase the number of cyclists or reduce the speed of car traffic. Bicycle lanes were successful when implemented over long distances on main streets linking important destinations for cyclists. Bicycle lanes were not an improvement on minor streets with no centre line as car speeds on these streets increased.

A secondary aim of this work was to test the feasibility of simultaneously evaluating cyclist safety and the competitive ability of bicycles. Such an evaluation was found to be feasible if cyclist flow is high and the expected effects are large. A minimum evaluation should include bicycle counts, speed studies and a road side questionnaire to cyclists. Effects on both cyclist safety and the ability of bicycles to compete with car traffic should always be considered when measures affecting bicycle traffic are introduced.
