Co-payments for unfunded additional care in publicly funded healthcare systems: ethical problems

Public health care systems face major challenges. The burden of resource constraints and continuous demands of rationings urge decision makers in countries like Sweden, Norway and the UK to find new financial solutions. One proposal that has been put forward is co-payments. In this research project we explore ethical problems associated with co-payments in publicly funded health care systems. The issue of particular interest are such co-payments that are required for additions, or more expensive alternatives, which are made in the interest of achieving a higher level of health. Ethical arguments in support of and against co-payments for unfunded additional care in publicly funded health care systems will be scrutinized. Brief reports of how authorities in these countries have chosen to deal with the issue of co-payments will be integrated in the discussion.
