The research deals with the question of how normative functions of civil rights and civil obligations directly and indirectly affect human environment and the development of environmental law.
The purpose of the research is to create a model for analysing and evaluating to what extent civil impetus and legal remedies can affect the aims of the Environmental Code, compared to the structures of administrative law and penal law. Can this civilian driving force serve as an operational alternative and a complement to the intervening regulatory systems?
