Procurement for Sustainability in Construction: The Development of Local Government Practices, part II

This research project has had its focus on initiatives undertaken by professional public clients, often assisted by legal advisers, to develop models (including criteria and procedures) for handling other award criteria than price in contractor selection. The purpose is to investigate how criteria related to environmental, social and economic sustainability are developed and used in models for awarding construction contracts. Which were the driving forces behind the development of the award criteria model? How is the model applied? How does the supply side respond? How are 'soft' award criteria developed and interpreted? Eight Swedish municipalities (Eskilstuna, Göteborg, Malmö, Sandviken, Stockholm, Uppsala, Varberg, Växjö) and two county councils (Västra Götaland, Västerbotten) have been selected based on 2000-2002 calls for tenders. Clients and contractor representatives have been interviewed, and documents describing the model and its application in specific projects have been analysed. Two PhD theses have been produced.
