Description

The project aims to develop a method to account for countries' greenhouse emissions which to a greater extent than those so far dominated in the climate debate, taking into account the effects of foreign trade, both in import and export. Such an approach should allocate responsibility for emissions in relation to what people can influence, which includes both the consumption level and composition as the country's own energy systems and production technologies. The project, a collaboration between researchers in Lund, Sweden and in Sydney, Australia, further developed the NEGA - emission measures launched by Astrid Kander (2012 ). A comprehensive database of CO2 flows in global trade from the University of Sydney and calculations of both consumption-based emissions NEGA emissions from 1990 onwards are used. The project also examines what impact of the change in accounting method would have on the international climate negotiations.
