Mirjam Katzin has been a doctoral candidate since May 2013, with Titti Mattsson (LU) and Toomas Kotkas (University of Eastern Finland) as supervisors.
The project's working title is: Taking care of business: a study on the introduction of care choice systems in the Swedish elder care. The project aims to describe the changing role of the public in light of the freedom of choice reform in Swedish elder care. Against a background of the changes of the Swedish welfare state, the legislation of care choice system is analyzed through case studies in three Swedish municipalities which have implemented care choice in the home care for older people. Care choice brings in private enterprises and competition in a sphere which was earlier publically regulated and performed. I study the new forms of regulation and governing that the reform gives rise to and try to paint a picture of which regulatory effects marketization in the welfare state entails.
