In Session Climate Change EconomicsSweden’s plan to become the first fossil-free nation by 2045 focuses on decarbonizing industrial and consumer sectors in the economy. Within the transportation sector, biofuels are recognized as one of the key energy carriers supporting this decarbonizing in both the short- and medium-term. However, supplying the future Swedish biofuels’ demand would require an efficient utilization and sustainable expansion of domestic biomass resources. Further, conducive conditions may require policies and management strategies driving technical, institutional, and cognitional responses across multiple product sectors and consumer segments to support development of new markets for bio-based products beyond the bioenergy. This study utilizes the DPSIR (Driving Forces-Pressures-State-Impacts-Responses) cause-effect framework to qualitatively analyze policies focusing on decarbonization of the Swedish industrial and consumer sectors at various levels (e.g., municipal, regional, national, and European) and identify various gaps, synergies, and conflicts among them. The study adopts a global sustainability perspective to evaluate how efficiently these policies fulfill their purpose to decarbonize the transportation sector and what extent these are harmonized. Semi-structured interviews are conducted with energy experts, agronomists, municipal authorities, and policy makers in Sweden. The study informs Swedish policies for a sustainable mobilization of biomass for energy purposes without compromising the social and environmental objectives.
