International benchmarking of regional innovation councils

During 2018, Region Skåne is undertaking the first phases of developing its innovation strategy and governance system for post-2020. This document provides a summary overview of the approaches to innovation governance in four European Vanguard Regions (Basque Country, Brainport Eindhoven, Southern Denmark and Skåne), using six ‘defining characteristics’ established in previous analyses of national innovation councils. Following this, the document provides a comparative analysis of the defining characteristics and practices in the four benchmarked regions.
